Request – for – Qualifications (RFQ):

Waste Management Services

1.0       Introduction

The Southeast Alaska Solid Waste Authority (SEASWA or the Agency) has been formed by the municipalities of Craig, Klawock, Petersburg, Thorne Bay and Wrangell.  The primary goal of the SEASWA is to develop and implement a multi – faceted regional waste management strategy that will aid many communities in our region and provide economic benefits and environmental stewardship.

This RFQ is issued by the Agency’s Board of Directors to help the Board determine what companies, jurisdictions / communities, or other entities possess the technical expertise and experience to provide current and future SEASWA members with a broad range of waste management services, including but not limited to the following:

  1. Disposal of refuse through design, construction and operation of a landfill.

  2. Disposal of refuse through design, construction, and operation of an incinerator, a waste – to – energy facility, or some other alternative conversion technology.

  3. Collection, storage, transport, processing and marketing of recyclable materials from the residential and commercial sectors such as newspaper, cardboard, office paper, mixed waste paper, phone books, magazines, catalogues, aluminum cans, tin – coated steel cans, PET plastic containers, HDPE plastic containers, aseptic juice and milk containers.

  4. Collection, storage, transport, processing and marketing of larger recyclable items such as auto bodies, ferrous scrap metals, non – ferrous scrap metals, appliances / white goods, and electronics.

  5. Design, construction, and operation of a materials recovery facility (MRF).

  6. Environmentally safe collection, storage, transport, reuse, recycling or disposal of household hazardous waste (HHW).

2.0       Background Information

Enclosed with this RFQ are the results from a survey on waste management practices in Southeast Alaska jurisdictions / communities along with a summary of the results.  This represents the best information presently available that could be obtained through the survey.  Also enclosed are maps showing Southeast Alaska labeled “general” and “detailed”.   

3.0       Submission Requirements

Electronic or hard copy response to this RFQ should not exceed 5 pages.  Responses should be sent to:

Questions or comments about the RFQ should be directed to Mr. Hertzberg.  Responses must be received by May 17, 2011.  Submissions should address the topics listed below in the order presented:

  1. Name of company, jurisdiction / community, or entity plus contact person / information.

  2. General description of respondent’s background, history, and area’s of waste management expertise / experience.

  3. Specific description of services offered (existing or potential) with particular reference to one or more of the services identified in Section 1 of this RFQ.  Any services previously, currently, or potentially provided in Alaska should be emphasized.  Any relevant assets, resources, or facilities presently or potentially available in Alaska should be discussed.  Provide a minimum of 3 references pertaining to services described under # (3).
